T.R. and the Railroads
The Congress created the Interstate Commerce Commission (ICC) to enforce rate regulation to railroad companies. In the picture you can see that the man with "railroad" across his shirt is a frightened railroad carrier. He sees Roosevelt lifting weights and getting stronger, which represents the government's tighter and stronger grasp over the control of the rates of railroad carriers.
