Uncle Sam is in a tug-of-war for power with the other imperialistic countries like China, Germany, and Russia. Uncle Sam is outnumbered which displays the lack of support for non-imperialistic actions. Uncle Sam is surrounded in water which represents the disadvantage America had due to the government's reluctancy to expand their powers through foreign intervention and other moralistic barriers.
